Former Senator Vicente C. Sotto III wants to create Special Drug Courts (SDC), to expedite trials and declog the voluminous cases filed in regional trial courts, especially in the National Capital Region (NCR).
Sotto's concept of special drug courts surfaced after having a dialogue with Chief Justice Reynato Puno on the issue of illegal drugs during his term as Chairman of the Dangerous Drugs Board (DDB). The SDC will have the same level as Sandiganbayan which has three justices and its decision can only be appealed at the Supreme Court.
SDC will penalize guilty person immediately and dismiss cases for innocent due to speedy trials and concentration of justices to drug-related cases only.
In line with the creation of Special Drug Courts (SDC), former Senator Vicente C. Sotto III also wants to create a National Penitentiary for Drug Crimes (NPDC) wherein all drug offenders in the country will be housed in one penal colony.
Sotto believes NPDC will stop big time drug lords and drug pushers from operating while inside the jail through the use of new information technology such as cellular phone and laptop computer with internet. The NPDC will be placed in area where cell sites and internet signal are not available.
In more than a year as Chairman of Dangerous Drugs Board (July 9, 2008 to November 19, 209), Sotto personally experienced the weakness of the to fight illegal drugs and drug abuse. This experience compelled him to run again and back to the Senate to be able to file some amendment for RA 9165, specifically the Section 21 and impose a random drug testing for drivers.
With the swelling number of Overseas Filipino Workers (OFW) around the world, Sotto wants to form an agency that will focus on the welfare and development of OFWs and their families.
There are around 10 million OFWs throughout the world which almost represent the 10 percent of total population of the country and expected to grow according to the Department of Foreign Affairs (DFA). Sotto feels the necessity of forming a specific government agency to address all concerns of our OFWs.
